No. myOfficeDocs do not restrict access on per user basis in any of the packages. You can create as many users as you want based on the number of employees you have in your organization.
When you register with myOfficeDocs.com, your mobile number is verified using OTP. You can setup two-factor authentication for your login which means if you or someone tries to login from a different IP than last login, the system will send SMS OTP to your mobile. Unless the OTP is entered, authentication process will not take place. Two-factor authentication or dual level security is an advanced security option which is available only for PREMIUM and ULTIMATE packages. You can set this option from your account settings once you login.
